"P" elements contain "Note" elements
We recommend that "Note" tags are not placed inside a "P" tag, but on the same level as the "P" tag.
The specification allows "Note" tags inside "P" tags. This is why PAC does not show an error, but a quality check warning.
To resolve this quality check, change the location of the "Note" tag to the same level as the "P" tag.
